New Mexico has a bitter gambling background. When the IGRA was signed by the House in Nineteen Eighty Nine, it looked like New Mexico would be one of the states to get on the American Indian casino bandwagon. Politics assured that wouldn't be the case.

The New Mexico governor Bruce King announced a panel in 1990 to draft an accord with New Mexico Native bands. When the task force arrived at an agreement with two prominent local bands a year later, Governor King refused to sign the bargain. He would hold up a deal until Nineteen Ninety Four.

When a new governor took office in Nineteen Ninety Five, it appeared that Native wagering in New Mexico was a certainty. But when Governor Gary Johnson signed the compact with the Indian bands, anti-gaming forces were able to tie the contract up in courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the compact, thereby denying the state of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico house, to get the process moving on a full accord amongst the Government of New Mexico and its American Indian bands. Ten years had been lost for gambling in New Mexico, including Indian casino Bingo.

The nonprofit Bingo business has increased since Nineteen Ninety-Nine. That year, New Mexico non-profit game owners brought in just $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded a million dollars in 2001. Non-profit Bingo earnings have increased steadily since that time. 2005 witnessed the largest year, with $1,233,289 earned by the providers.

Bingo is clearly beloved in New Mexico. All sorts of providers look for a piece of the action. With hope, the politicos are through batting around gambling as a hot button issue like they did back in the 90's. That's probably wishful thinking.
